Rep. Susan Wild (D-PA.), along with seven other House Democrats, urged House
Speaker Mike Johnson (R-LA.) in a letter on April 2, 2024, "that a supplemental
appropriations package must include at least $9.16 billion in global
humanitarian assistance for the International Disaster Assistance and Migration
and Refugee Assistance accounts."
This letter explicitly lists areas worldwide that need more attention and how
desperately people at these locations need help. It calls to aid Afghanistan,
Bangladesh, Gaza, Haiti, Lebanon, Sudan, Ukraine, and Venezuela.
"These populations and others around the globe face unimaginable hardship. Our
responsibility to act is not just a moral one; it is also strategic: by
abdicating this responsibility, our nation would allow unstable areas around the
world to grow even more volatile—fueling threats to our security, as well as to
the security and stability of our strategic allies and partners."
Many House Democrats cited the lack of inclusion of humanitarian aid for
Palestinians as their basis for voting against a standalone Israel aid bill in
February 2024. Creating changes and adding the recommended areas to the
pre-existing humanitarian assistance in a foreign aid package would speed up
providing humanitarian aid to these locations and possibly garner more goodwill
towards the United States instead of the negative response it could receive if
the country does nothing as millions die.
