WE OPPOSE WAR WITH CUBA

AND SUPPORT SENATOR KAINE'S RESOLUTION


We support Senator Kaine’s resolution and affirm that decisions about military action in Cuba must rest with Congress.

Amid high global tensions, Senate Democrats have introduced legislation to block unilateral U.S. military action against Cuba, reaffirming that decisions about war must be debated and authorized by Congress—not made solely by the president.

Senators Tim Kaine, Ruben Gallego, and Adam Schiff introduce the proposal, invoking the War Powers framework to require explicit congressional approval for any U.S. military engagement against Cuba. The measure directs the president to remove U.S. forces from hostilities involving Cuba unless Congress formally authorizes such action.

Supporters of the resolution argue that the issue extends beyond Cuba itself. They aim to defend the constitutional balance of power and prevent another unnecessary conflict. The War Powers Resolution of 1973 specifically limits the executive branch's unilateral military actions and ensures that Congress retains authority over decisions that could lead the United States into war.

Recent statements suggesting a possible U.S. “takeover” of Cuba, along with broader geopolitical tensions involving countries such as Iran and Venezuela, have intensified concerns. In this environment, lawmakers insist that Congress must reassert its constitutional role in decisions that could place American service members and civilians in harm’s way.

Preventing a military confrontation with Cuba strengthens regional stability. The Caribbean has historically been a sensitive geopolitical region, and a new conflict only ninety miles from U.S. shores would cause enormous humanitarian, economic, and diplomatic consequences across the hemisphere.

For decades, the U.S. has shaped relations with Cuba through sanctions, political hostility, and occasional diplomatic openings. Escalating to military conflict would dramatically and dangerously destabilize the region and undermine efforts toward dialogue and peaceful engagement.

To safeguard our democracy, we must press our representatives to oppose unnecessary wars and ensure Congress exercises its constitutional authority over military action. Prioritizing diplomatic engagement, transparency, and accountability is essential for maintaining stability and avoiding conflict in Cuba.
