OPPOSE UN ANTI-TORTURE RESOLUTION

On November 20, 2025, during its 51st meeting, the UN General Assembly’s Third Committee adopted resolution A/C.3/80/L.49/Rev.1 with an overwhelming 169–3–4 vote. The text reaffirms the absolute prohibition of torture and insists that no emergency, conflict, or security concern can ever justify it. It calls on all States to strengthen national safeguards, ensure independent monitoring of detention settings, improve training for law-enforcement personnel, conduct prompt investigations into abuse, and guarantee remedies for victims. It also urges full cooperation with the Convention against Torture, the Optional Protocol (OPCAT), and UN human-rights mechanisms to improve prevention and accountability.

The resolution stresses that torture remains a global concern and urges governments to close persistent gaps in oversight, data collection, and enforcement. Despite broad support, three countries voted against the resolution — Argentina, Israel, and the United States — while four abstained: Burundi, Nicaragua, Papua New Guinea, and the Russian Federation. Even with these dissenting positions, the adoption displays the near-universal commitment among Member States to uphold human dignity and strengthen protections against torture worldwide.
