UPDATE JULY 7, 2020
The House Appropriations Committee released their draft fiscal year 2021 Energy Water and Development and Related Agencies funding bill, which is in opposition to Trump's steep Renewable Energy Cuts.
“The strong funding in this bill is critical to our nation’s ability to recover from the Coronavirus pandemic and ensuing economic crisis while revitalizing America’s energy and water infrastructure and leading the way for energy innovation,” said House Appropriations Committee Chairwoman Nita M. Lowey. “Critically, the bill would prevent the Trump administration from using any funds to carry out its dangerous and short-sighted plan to resume nuclear testing. With this bill, we will get Americans back to work, rebuild our crumbling infrastructure, and set a course for a clean energy future.”
In terms of Renewable Energy Funding, the House Appropriations bill provides $2.85 billion, an increase of $58 million above the FY 2020 level and $2.1 billion above the request. This funding provides for clean, affordable, and secure energy and ensures American leadership in the transition to a global clean energy economy.

Here is a link to Volume 3 of Budget. (PDF) Solar and wind budget cuts are listed on page 16.
Solar Energy will be cut by 76%.
Wind Energy will be cut by 79%.
Weatherization and Intergovernmental Programs will be cut by 100%.
In terms of national and global defense priorities, this is a major threat to our future. Climate change is one of the greatest threats faced by humanity. This is the global consensus of scientists around the world. As an organization, we would like to speak out against these massive cuts and urge the Trump Administration to make climate security a national and global priority.
Renewable energy technologies are also vital to America's economic future.
Congress should reject these disastrous cuts and should increase funding for renewable energy research.
If your Representative or Senator sits on one of these appropriations energy subcommittees, call them and tell them to oppose these cuts.
