Senator Tim Kaine (D‑Va.) introduced a War Powers
Resolution on June 16, 2025, which would require explicit congressional
authorization—either a declaration of war or a specific Authorization for Use
of Military Force (AUMF)—before the president can initiate military action
against Iran, except in cases of imminent self-defense. This move responds to
recent exchanges between Israel and Iran targeting nuclear and missile assets,
raising concerns that the U.S. could be drawn into a larger conflict. Kaine
emphasized that such a resolution reinforces Congress’s constitutional role
under Article I, Section 8, ensuring that any military engagement gains
democratic legitimacy. Kaine’s initiative builds on his 2020 effort (S.J.Res.68)—which
passed but was vetoed. This resolution aims to prevent the U.S. from slipping
into another “endless war” without proper oversight, reflecting broad
bipartisan concern over unchecked executive use of military force.
