In November 2025, Representative Rashida Tlaib introduced House Resolution
876, a measure urging the United States to recognize that Israel’s actions in
Gaza amount to genocide under international law. The resolution, co-sponsored
by 20 other Democratic members of Congress, argues that the scale of civilian
deaths, mass displacement, starvation, and the destruction of essential
infrastructure in Gaza meet the definition of genocide laid out in the
Genocide Convention, which the U.S. has been bound to since 1988. The proposal
centers on a straightforward claim: if the U.S. recognizes genocide elsewhere,
it cannot ignore similar patterns when they involve an ally.
Under H.Res. 876, the United States would acknowledge that Israeli officials
have committed acts of genocide and would be legally obligated to respond. The
resolution calls for halting weapons transfers to Israel, enforcing
international rulings related to the conflict, investigating U.S.-based actors
who may be contributing to the violence, and applying targeted sanctions.
Although symbolic, the measure represents a significant challenge to
long-standing bipartisan U.S. support for Israel’s military operations — and
signals growing discomfort among many Americans and lawmakers about the
humanitarian crisis in Gaza.
Human rights organizations have publicly welcomed the resolution, saying it
reflects the urgent need for accountability. International news outlets have
also noted its significance, pointing out that this is one of the first
congressional efforts to formally apply the term “genocide” to the Gaza
conflict.
